Hosea 11:8-12

Hos 11:8 How can I surrender you, Ephraim? How can I hand you over, O Israel? How can I make you like Admah? How can I treat you like Zeboiim? My heart recoils within me; my compassion grows warm and tender.
Hos 11:9 I do not want to execute my burning anger; I do not want to destroy Ephraim again; because I am God and not a man, the Holy One in your presence, and I do not want to come in wrath.
Hos 11:10 They will go after Yahveh; he will roar like a lion; when he roars, his children will come trembling from the west;
Hos 11:11 they will come trembling like birds from Egypt, and like doves from the land of Assyria, and I will return them to their homes, declares Yahveh.
Hos 11:12 Ephraim has surrounded me with lies, and the house of Israel with deceit, but Judah still walks with God and is faithful to the Holy One.

not what God wants

I think that Hosea is voicing God exasperation here. He hears the pleas of the Israelites, and their promises to return to him, and he wants to believe them, even though he knows that they are all liars. He does not want to come in judgment. He wants to just roar through his prophet, and see them all come trembling back to him. But he knows that is not going to happen.

LORD, turn our nations back to you. If we do not listen to your prophets in the Bible, send us to warn our own people of your coming wrath.
