Psalms 2:11 Serve Yahveh with fear and rejoice as you tremble.

The psalmist is still instructing the leaders of the world to show discernment by admitting that God is sovereign over them and their nations. That nation is blessed when its leaders recognize that God is still in control. The leaders who do submit can rejoice as they tremble because God will not let them fail ultimately.
